This Psalm speaks about the day when God will execute condemnation against sinners. In that day the bad people will see that God was serious when He promised that He will judge the world and the righteous will congratulate one another for the choice to believe in Jesus. In spite of the fact that today there are a lot of so called Christians, for those it is impossible that God will punish. Even in the time of Noah there were many like this.
