God wanted to write His law in the heart of Israel even in the first covenant, but they were afraid of Him, thinking that Yahve is capricious like the idols of Egypt, and as a result He wrote His law on two tablets of stone. But in the new covenant He promised to do in the heart of whoever believes, the same thing, to write His laws in his heart and to put His Spirit in him.
